Off-Plan Handover in Dubai: A Step-by-Step Guide for Owners

By Mohammed Umar Zakaria · 10 October 2026 · 3 min read

The short answer: handover is when your off-plan property becomes a finished home you can live in, rent out or sell. To get there you’ll typically receive a completion notice from the developer, pay the final instalment and handover charges, inspect (snag) the unit, set up utilities, and receive your keys. Your title deed then replaces your Oqood registration. Planning each step early saves money and weeks of delay.

Step 1: Track your project before the notice arrives

Developers’ completion dates can move. Follow your project’s construction progress in Dubai Land Department records, or follow it on our projects directory, and you’ll get an email when the DLD data changes. That gives you time to arrange funds, a mortgage or a tenant before handover.

Step 2: The completion notice and final payment

  • The developer sends a completion or handover notice with the amounts due and a deadline.
  • Expect the final instalment under your payment plan, plus handover-related charges such as service charges in advance and utility registration. Check every line against your sale and purchase agreement (SPA).
  • If you have a post-handover payment plan, confirm exactly what’s due at handover and what continues afterwards.

Step 3: Financing at completion

If you’re using a mortgage for the final payment, start early. The bank will value the completed unit, and approval takes time. A valuation below your expectations means more cash from you, so get a pre-approval well before the notice.

Step 4: Snagging, before you accept the keys

  • Snagging means inspecting the unit for defects: finishes, plumbing, electrics, air conditioning, doors and windows, waterproofing.
  • Many owners use a professional snagging company; their report goes to the developer to fix.
  • Agree in writing which defects will be fixed and by when. Developers also provide defect liability periods, so keep records.

Step 5: Utilities and service charges

  • DEWA registration for electricity and water.
  • Cooling: some communities use district cooling with a separate provider and account.
  • Service charges: understand the annual amount and what it covers; it affects your net rental return.

Step 6: From Oqood to title deed

During construction your purchase is registered in the DLD’s Oqood system. After completion, the property is registered and a title deed is issued in your name. You can view it in the Dubai REST app. If you bought at AED 2 million or more, this is also the moment to look at the Golden Visa.

Step 7: Decide: move in, lease, or sell

  • Lease it out: line up a tenant before handover so there’s no empty period; the tenancy must be registered with Ejari. Holiday-home use needs its own permit and building approval.
  • Sell: many owners sell at or around handover. Price against recorded transactions in your building and against other units being handed over at the same time, because in a busy handover period, competition is high.
  • Move in: book movers and furniture only once snagging is signed off.

Frequently asked questions

What happens at handover of an off-plan property in Dubai?

You receive a completion notice, pay the final amount and handover charges, inspect the unit, set up utilities and receive the keys; your title deed then replaces the Oqood registration.

What is snagging?

An inspection of the finished unit for defects before or at handover, so the developer can fix them.

How do I know if my project is delayed?

Check its construction progress and expected completion in DLD records, or follow the project on our projects directory to get email updates when the data changes.

Should I sell or rent at handover?

It depends on your finances, the rent you can achieve after service charges, and how many similar units are being handed over at the same time. Compare both with real numbers before deciding.

Umar’s take

Handover is where many off-plan owners lose money: by scrambling for a mortgage, accepting the keys without snagging, or listing at the same time as everyone else in the building. Start planning three to six months before completion. I’ll help you track the project, snag properly, and decide with real numbers whether to sell, lease or move in.
